Barbara R. Kavalier, Ph.D.
President/CEO

Dr. Barbara R. Kavalier serves as President and Chief Executive Officer of St. Charles Community College (SCC), a multi-campus institution serving six counties in one of Missouri’s fastest-growing regions. With more than fifteen years of experience as a chief executive, Dr. Kavalier brings a distinguished record of leadership across some of the nation’s most respected multi-college districts, including Dallas College, the San Diego Community College District, and the San José–Evergreen Community College District.
A nationally recognized champion of the comprehensive community college mission, Dr. Kavalier pairs student-centered values with an entrepreneurial mindset. Her leadership has resulted in the launch of transformative initiatives that advance workforce development, innovation, and regional prosperity. At SCC, she established the Field to Table Institute, the Center for Immersive Learning, and the EXCELerator, and founded the Innovation West Campus in Wentzville—home to the Regional Workforce Innovation Center—positioning the college as a catalyst for economic mobility and industry partnership.
Dr. Kavalier’s contributions to higher education and civic leadership have earned wide recognition. A Distinguished Graduate of The University of Texas at Austin, she was also named the institution’s first Senior Roueche Fellow. Her honors include Top Business Leader in the St. Louis Region, Top 50 Women Leaders in Missouri, and Most Influential Business Women of the Year for the St. Louis region.
An accomplished scholar and thought leader, Dr. Kavalier is a nationally sought-after presenter on critical issues facing higher education. She has authored more than twenty professional articles and co-authored two books focused on leadership and institutional effectiveness. Her executive leadership is grounded in the classroom, with experience as a faculty member in the Graduate School of Education at San Diego State University, a Visiting Scholar at The University of Texas at Austin, and adjunct faculty with the Dallas County Community College District.
Dr. Kavalier holds a Ph.D. in Educational Administration from The University of Texas at Austin. She considers her Associate Degree from Mountain View College among her proudest accomplishments—a reflection of her enduring belief in the transformative power of community colleges
