303 Grounds Restrictions

P-303.1 Animals are prohibited on College properties with the exception of service animals, which may be required by visitors, students, and employees; and therapy animals, which may be used in College programming. In addition, dogs will be allowed on The Dardenne Greenway Trail, provided they are under the direct control of their owner at all times. Pet owners must clean up after their animal.
P-303.2 Hunting, fishing, camping, swimming, ice skating, skateboarding, hoverboarding, rollerblading, or other similar activity is prohibited on College sidewalks, walking trails, or any College-owned property except on the Dardenne Greenway Trail where rollerblading, hoverboarding, and the use of golf carts are permitted. Walking or playing on ice-covered lakes is also prohibited.
P-303.3 Bicycles may be used on roadways only. For safety reasons, bicycles may only be used on parking lots when traveling to, commuting within, and leaving the College property. No bicycles are allowed on sidewalks or walking trails (except for the Dardenne Greenway Trail) and no “off-road” riding is permitted on campus. Bicycle racks are provided at various locations on campus.

Unmanned Aircraft Systems (UAS), drones, and other model aircraft are prohibited on all property owned or controlled by St. Charles Community College with the exception of the approval process below or in the College Meadows area, where use is regulated by St. Charles County Park Regulations, Chapter 250, Section 250.250.

St. Charles Community College faculty, staff, students, and outside vendors seeking to use UAS for official college purposes must submit an Application for Single Waiver of P-303.4 Grounds Restrictions/Use of Unmanned Aircraft Systems (UAS). Applicants must satisfy all Federal Aviation Administration (FAA) requirements for operation of the UAS, including necessary pilot certification. Additional information related to FAA requirements is available at www.faa.gov/uas/. Requests for UAS use will be approved through the St. Charles Community College Department of Public Safety, in consideration of federal and state law regarding the operation and regulation of UAS equipment.

The College President or designee may allow for use of UAS equipment for instances in which use of the UAS makes significant contribution to the College’s academic and other support functions or is essential to campus safety.

P-303.5 Overnight parking or other use of campus parking lots, athletic fields, and other College property by outside organizations and individuals requires prior approval from St. Charles Community College administration as detailed in Article V.02 Use and Scheduling of Facilities.
