How to Become an International Student


St. Charles Community College is a two-year college located in Cottleville, Mo. Our campus has grown widely with our International Student population. SCC offers the support, sense of community and resources for you to thrive both in your studies and in your personal life.

As an international student, two years at SCC can translate into improved English, little or no debt and a smoother transition into a four-year college or university (or straight into a rewarding career).

Application Deadlines

Deadline dates are strictly enforced. It is important for us to receive your information by the scheduled deadlines. Acceptance by our school does not guarantee your F-1 Student Visa; immigration officials approve this.

St. Charles Community College does not offer student housing. However, living accommodations may be found within the community. It is the responsibility of the student to arrange for housing and transportation.

If you are requesting an I-20 for an F1 visa to study at SCC, you must fulfill the following requirements for admission:

International New Student
First-Time International Students
  1. Complete the International Student Application Packet. Forms are fillable. Forms must be downloaded and saved to a computer. Email the completed documents to
  2. International students must have a high school diploma and are required to take the TOEFEL or IELTS with the following minimum scores:
    • Minimum score of 173 for computerized version
    • Minimum score of 500 for written version
    • Minimum score of 61 for internet version
    • Scan score results to
  3. Once documentation is received, the International Office will notify the student that their I-20 is ready to be sent out via eshipglobal (paid for by student).
  4. When the student receives an I-20, the student will then pay their SEVIS fee (, set up an appointment with local embassy for an interview. Student maybe issued 90 days before classes begin but students are not allowed to arrive earlier then 30 days prior to the beginning of the semester.
  5. When students arrive they need to do the following:
    • Meet with the International Student Support Specialist – Laurie Bernardy
    • Complete the ESL Assessment – Student Center Room 133
    • Meet with the ESL Director – Dawn Huffman

*All students are required to pay for their tuition by the deadline or establish a payment plan.
Students are also required to provide health insurance for one academic year before attending classes.

Transferring International Students within the United States
  1. Complete the International Student Application Packet. Forms are fillable. Forms must be downloaded and saved to a computer. Email the completed documents to
  2. Complete the “Transfer In Form” and send to current school to have them complete it as well.
  3. Once documentation is received, the International Office will notify student’s school with a copy of the student’s acceptance letter. The student’s school will then release their I-20.
  4. When students arrive they need to do the following:
    • Meet with the International Student Support Specialist – Laurie Bernardy
    • Meet with an International Student Advisor

Visiting International Students

If you are an International Student who is attending another school and you wish to enroll at St. Charles Community College, please provide the following:

  1. Complete a General Application to SCC. General Application is fillable. Form must be downloaded and saved to a computer ($10 fee applies, pay in person).
  2. Submit a copy of your current I-20.
  3. Submit an approval letter from your college giving permission to attend SCC.
  4. Register for classes in person in the Administration Building, Room 1204 or 1113.

*All students are required to pay for their tuition by the deadline or establish a payment plan (Nelnet).

*Student may have to provide unofficial copy of a college transcript for pre-requisites if needed.

Additional information about tuition and costs as an F-1 student at SCC:

International tuition and fees are at the Out-of-State rate of $224.00* per credit hour. Students with F-1 visas MUST carry a minimum of 12 credit hours in the spring and fall semesters. Any additional credit hours that an F-1 student registers for will be calculated at each credit hour (X) out-of-state rate and any required fees.

Books and supplies are estimated at $4,924

Living expenses are estimated at $11,000

Proof of funds is currently $21,300.00* for Academic Levels (12 credit hours / semester). Note: If dependents will accompany you to the U.S. and will remain here while you study at St. Charles Community College, you must document an additional $3,600.00 for each dependent.

Immigration and Visa Updates

USCIS Updates Policies Related to Requests for More Information for Applications – Effective September 2018

The USCIS has updated their policies related to issuance of the Request for Evidence (RFE) and the Notice of Intent to Deny (NOID) for immigration applications. These new policies are effective for applications filed on or after September 11, 2018. In the past, the USCIS would only deny an application without first issuing an RFE or an NOID if the documentation showed evidence that violated laws or if there was deemed to be no possibility of approval.

The new guidance gives the USCIS adjudicator the discretion to deny an application without issuance of an RFE or NOID if the required documents are not submitted with the application. Thus, it is important to provide the documentation requested for immigration applications. Also, if someone has violated their status, such as working without authorization, that may result in a NOID. Experience has shown that there are more issues with applications submitted at the last minute, so it is important to begin the application processes as early as possible, to allow for more options in case an application is denied.

USCIS Changes Policy Relating to Unlawful Presence for Fs and Js – Effective August 2018

On May 10, 2018, U.S. Citizenship and Immigration Services (USCIS) released a policy memorandum changing when individuals present in the U.S. as international students (Fs) or exchange visitors (Js) begin to accrue unlawful presence. In the past, Fs and Js did not begin accruing unlawful presence until either USCIS formally found that the individual had violated his/her nonimmigrant status while adjudicating a request for another immigration benefit or an immigration judge ordered the individual deported. Under the new policy, individuals in F or J status will begin to accrue unlawful presence the day after they stop pursuing their course of study or authorized activity, the day after they engage in an unauthorized activity, or the day after completing their course of study or program (including any authorized practice training and any authorized grace period).

This change is significant as it could affect students’ and exchange visitors’ eligibility to change to a different nonimmigrant status, seek permanent resident status, and/or return to the United States if they travel abroad after accruing a certain number of days of unlawful presence. USCIS’s new policy will go into effect on August 9, 2018.
