Web Publishing Policies
Purpose
This policy is provided for all employees of St. Charles
Community College who intend to publish Web pages to be hosted on the college's
Web server. The purpose of the Web site is to provide information about the
college, its mission and services, and its events and programs. In addition,
Web pages may be used to provide access to educational resources, informational
tools, navigational aids, and to further the professional growth and development
of the faculty and staff.
Who Contributes
All college areas, units, student organizations, and individual faculty
and staff are encouraged to provide materials they believe will be of
interest to people within and outside the college. All new pages must
be linked to a menu or another Web page. Permission for the link must
be granted by the owner of the Web page.
Responsibility
Web page authors are responsible for
preparing and maintaining the content of their pages. It is the author's
responsibility to ensure that all Web page content is accurate, current,
useful, professional, and consistent with the SCC mission. All Web pages
must comply with college policies and any federal, state, and local laws
that apply.
Supervisors of college areas, units, and student organizations are responsible
for ensuring that all Web pages in their areas adhere to the policies.
The Marketing and Communications department will review all Web pages
to be posted on the "official college Web site" for consistency
with the college's publications guidelines before they are published
on the Web server.
Ownership
St. Charles Community College's Web site is an official publication
of St. Charles Community College. Therefore, all materials (including
text and graphic images) appearing on the colleges' official Web pages
are copyrighted and may only be reproduced on, by, or with the written
permission from the Director of Marketing and Communications.
Individual faculty, administrators, staff, or student organizations who
create their own home pages own the copyright for their original material.
Each individual, however, must be aware of copyright infringement. Rather
than duplicating the work of others, for instance, the links from the
work of others should be incorporated as links into your own pages when
appropriate.
Two Types of Web Pages
Two categories of Web pages will
be hosted on the St. Charles Community College Web server: official college
Web pages and personal Web pages. Below is a list of guidelines that
will govern the maintenance of and determine who is ultimately responsible
for each type of page.
1.) "Official College Web Pages"
Official college Web pages are all Web pages that provide information
about the college, the educational programs, services, personnel, and
events offered by the college and any information that can generally,
but not exclusively, be found in the college catalog.
Official college Web pages must be prepared using the approved college
templates and will be reviewed and approved by the Marketing and Communications
department for accuracy and for compliance with college policies and publishing
guidelines. Developers of official college Web pages must follow the Web
page publishing process.
The following specifications have been established to assure accuracy,
consistency, and coherence of the college's Web pages:
- All official college pages should be developed using the appropriate
template(s) prepared by the college's Marketing and Communications
department. (Templates may include a graphic header, background, navigation,
font style, color, or size).
- Titles and headings appear in upper and lower case letters.
- No alterations of the college logos are permitted.
- Duplication should be avoided by providing links to files rather than
recreating data already available.
- Each Web page must be "signed" so users can send comments
or request information from the person responsible for the page. Each
Web page must contain the name or department name and e-mail address
of a person to contact for additional information and the name of the
person responsible for maintaining the Web page if that person is different
from the content owner. No e-mail address is required for the person
who maintains the site if that person is not the content owner.
- Each page must be dated as to its latest revision. This should be
done with a line at the bottom of the page such as "Last modified
03/26/07".
- Graphic images larger than 50K must be represented by a thumbnail
image of less than 50K or a text link.
- Copyrighted material of any kind may not be used without the copyright
holder's written permission.
- All Web pages must be consistent with the college computer security
policy.
- All changes and additions must be submitted with a completed Work
Request Form. A copy of this form can be found on the Web Publishing
Information pages.
- All content providers requesting changes to the official college pages
must follow the Web page publication procedures as outlined in the Web
Page Publishing Procedures document.
Who Is Responsible for the Official College Pages?
Content owners are responsible for maintaining content, accuracy and
currency of official college Web pages. At the discretion of St. Charles Community College's department of Marketing and Communications,
inaccurate or untimely links will be deactivated. Should a department's
page contain problems, the department head will be notified and encouraged
to update the content in order to reactivate the links.
2.) "Personal Web Pages"
Personal Web pages are those pages that contain personal or academic
information or information pertinent to teaching a course such as tests,
review questions, course assignments, course syllabus, links to course
appropriate information, and other information.
Personal Web pages are not considered official college Web pages and
are not required to follow the page formatting guidelines established
for official college Web pages. Developers of Personal Web pages are not
permitted to use the college logo or standard page templates for formatting
their Web pages.
Personal Web pages are not reviewed or maintained by the Marketing and
Communications department and are exempt from the Web page publishing
process. The maintenance and correctness of personal Web pages are the
sole responsibility of their designers.
Personal Web pages can only be linked to a faculty template or department
template page.
Personal Web pages can contain the following types of information:
A. Biographical Web Pages These are pages maintained by any St. Charles Community College
faculty, administrator, or staff member. Examples of such pages are:
- Background/biographical information
- Information about the personal nature of the employee's work here
at the college
- Current special projects
- Hobbies, special interests, etc.
B. Academic Course Pages
Academic course pages are directly related to specific courses taught
by St. Charles Community College faculty. Examples of such pages
are:
- Course objectives and syllabi
- Course schedules
- Faculty office hours, phone numbers, etc.
- Student generated pages related to specific course work.
Both types of personal Web pages MUST contain the following disclaimer:
Neither the page contents nor the link identifiers on this Page are monitored,
reviewed or endorsed by St. Charles Community College.
- A link back to the academic department page
- A link to the e-mail address of the person responsible for maintaining
the page
- A "Last Update" date
Who Is Responsible For Personal Web Pages?
The content owner who writes a personal or academic page is responsible
for maintaining his or her page(s). All new pages may be reviewed at the
discretion of the department chairperson. However, at the discretion of
St. Charles Community College's Department of Marketing and Communication,
links to any pages found not in compliance with college policy will be
deactivated.
RULES APPLYING TO ALL WEB PAGES:
No link or page may be employed for commercial use.
- No link or any material should violate the rights of others.
- Soliciting sales, advertising, selling a service or posting
an advertisement to a news group are considered to be in violation
of the college's agreement with its service provider and is strictly
prohibited.
- Anyone who violates any of these rules will be notified that
the links to their Web pages will be removed. Violators must update
page content to be in compliance with college policies in order
to have links to their pages reactivated.
- Unlawful or inappropriate use of any college hardware or software
and any Web page linked to the college server will be subject
to appropriate disciplinary procedures of St. Charles Community
College. Any student or employee of the college who violates this
policy is subject to the appropriate disciplinary procedures of
St. Charles Community College.
