All
business entities contracting with the College and their
subcontractors for construction projects funded from tax
revenues, are encouraged to employ residents of St. Charles
County to work on such construction projects. |

All
persons bidding on construction projects of the College
requiring approval by order of the Board of Trustees and
funded from tax revenue of the county, with or without
federal and state funding, shall be provided a copy of
the policy pertaining to this matter. |

The
Board of Trustees of the College encourages all contractors
and subcontractors on projects funded from tax revenues
to implement the policy recommendations of the Federal
Committee on Apprenticeship, United States Department of
Labor, Employment and Training Administration. |

The
number of metropolitan St. Louis area residents employed
by any contractor bidding on any construction project for
the College requiring Board of Trustees approval shall be
a factor in awarding a construction contract to any contractor,
and the College shall hereafter continue to award its construction
contracts to the lowest responsible bidder. |
